Opinion change proposals
I suppose, there should be next dependencies added:
- Break betrothal - global opinion penalty;
- Ruler doesn't use the law:
a) in dialogs when a secret is exposed and you need to imprison the criminal - vassal opinion penalty if you didn't
b) in petitions like "x is not above the law"
- Kills do not stack penalty now: 1 kill or 10 - doesn't matter much
