Not building it would simply have us be level 5 crisis, without all the galactic genocide thing, nor the war. You could do so by adding an "option" in the dialogue leading to a different event where your civilization realizes its folly or something, and refuses to go on with the madness, not spawning any star eater nor the engine, which could also add +60 opinion to all to reach back the level 4 crisis opinion debuff; as people wouldn't simply forget your crimes; as opposed to having a level 5 debuff of -200 for the rest of the game. Additionally, there could be the opportunity of adding a rebellion, or a coup against the leader if you desire to "stop" the madness in another way.
