1. Who is charles.
Answer: It a NPC that spawns at "Viper" sea base. He cannibalized the entire crew in viper.

anyone know what the radar in angler is for? or what it does, other then sit there, i have not seen anything being picked up on it, even the sub, witch it should pick it up, it should pick up anything within a set radius...

No Charles is really a human that got attacked by some kind of monster that took over, charles isn't a Npc but a map prop that kills you
