Thats quite nice idea but I need some time to make it cuz I never played with devouring swarm civic so first I need to play some games to see how it works:D
Perhaps modify the vampire govenrment civic to also require the Necrophage origin.

There's a mod called Origins Expanded that has an origin called Blood of the Gods that adds a chance to roll leaders with divine blood that ranges on a power scale from 1 to 5 based on how closely related the leader is to the gods the species descends from. Perhaps you could implement a sort of vampire generation system similar to this to simulate the potency of the blood of vampire leaders and maybe a origin to go with it to better represent how the vampires from World of Darkness work.

Hell I actually use the origin with this mod already to do this, the only problem being I have to alter the files of this mod so my species can grow because I can't use the necrophage origin at the same time. Still get a nasty 40% growth debuff.

Also maybe you should get rid of the ethic attraction modifiers, I don't really think they are a good idea. Mostly because they might ♥♥♥♥ up the ethics of someones empire.
