I figured out where the dev screwed up
In gamemodes.txt they set cl_ragdoll_limit to -1 which completely removes the limit, also setting all the cl_ragdoll_maxcount commands all the way up to 95 is pretty bad idea in general, and g_ragdoll_fadetime especially should NOT be 0.

If it were up to me, I would have kept those values as their defaults.

Also what the hell is "cl_ragdoll_fade_time"? That command literally doesn't exist.
