commands will not work

i put in npc_dynsquads_enabled,
it says "npc_dynsquads_enabled" = "1" min. 0.000000 max. 1.000000
game lua_server
- Enable/disable the entire 'dynamic npc squads' addon,"
i put in npc_dynsquads_enabled 1
nothing happens and it doesnt enable

?????
