There are several cons to this:
Paradox frowns on mods of DLC which don't require the DLC itself.
It is a LOT of work for me.
It would increase the filesize a lot.
There are mods out there that have attempted to do this, so I can look into compatibility with them.

danzig should use hansa units (being a hanseatic city itself)
not sure if the united states already have unique units, but otherwise they could also use the british colonial units
do the latin american countries (post colonial) use spanish colonial units?

US has unique units from American Dream.
Latin America - was planning on using Spanish but didn't get round to it.
I thought the Italian 3 bug that you are talking about was fixed by Paradox months ago, I don't know why you still have that problem.
