I recommend unsubscribing from the Steam workshop and downloading manually from Nexus Mods (which is where all previous versions can also be found). The Steam workshop is typically good at handling downloads, but sometimes errors will happen. You could try verifying the integrity of game files in Steam, that could fix the game. If you installed Civilization VI before the final update from Firaxis (when the New Frontier Pass concluded), I recommend reinstalling the game (that was an issue for me in Civilization V). As I always play with all DLC my mods will appear in the 'Gathering Storm' ruleset, they will not appear in the menu for vanilla Civilization VI or the 'Rise and Fall' ruleset. Some installations of Civilization VI just have issues, it's quite arcane in nature, if you have other mods installed it would be best to switch them off and experiment from there.
