You have vampiric Pops in your empire on game start. The Trait keeps spreading through a monthly chance and regular Events. It's possible to unlock new Edicts, Planetary Decisions, Espionage Operations and more.
Playable, but still WIP
Most noticeable is missing localization in espionage operations
