Perks randomizing

Can someone tell me if the perks are supposed to randomize and is it because there's to many perks to put in one map? (I have all the perks enabled)

each round they randomize

perks randomise if there are more perks than there are locations to put them

Is there set randomization? For example only a certain selections of perks for a location? (example: Time Slip, Madgaz Moonshine, Crusaders Ale & repeat) or is it all random?
