Does NOT WORK with controller and keyboard/mouse
You're wasting your time if you want the second player to play with controller. I tried everything I've done exactly what the forum said to do involving a controller... Once my brother plugged in the controller all it done was control the same character very very disappointed

I know im kinda late but you can press the ~ button and then sv_cheats 1 and in_forceuser 1

Try to disable Steam input, it fixed it for me.

just start splitscreen via plugin with two controllers connected, then type `exec undo360controller` and first player will be controlled with keyboard/mouse
