Pretty sure it's not supposed to look like this:

What could be going wrong?

(That screencap is with Gigastructures installed, but even with just the 3 mods listed in the description I can't see Ethics, and there are no pregen empires either.)

Yep, this is intended. The idea is for all empires to have mostly the same simple start, and then branch out in different directions.
