Admin only?
When my brother hosts a server, he's the only one that can use this, is it admin only? If so, how can we change it so that i can use it too

NO, just download ULX admin mod. and ask your brother to put in the servers console: ulx adduser YOURNAME superadmin


and thats how you will be able to use that
