Can't build a settler with this civ [BUG]?
hello,

so what the title says- I can't build more cities with this civ, because I can't build a settler. The unit doesn't even appear in selection screen.
I'm using BBG 7.0
any help please?

WHERE MEN BECOME GODS
**May not build Settlers**. All Trade Routes grant +1 Envoy when sent to a City-state. Type bonuses from City-states following your Religion are increased by 100%.

He is supposed to conquer city-states and become huge with trade

To be fair, I came here from Herson's youtube channel where he shows this civ and there are settlers in the production window.
also, this text doesn't appear in in-game civ description
