Cao Cao

Ability: Villainous Hero
+1 Movement for all land units, but -1 Movement for all naval units.
When each land specialty district is obtained by conquest for the first time, receive a Great Person of that type (Receive a Great Writer when conquering a city with a Theater Square district).
Gain the Tiger and Leopard Cavalry unique unit with Horseback Riding.

Unique Unit: Tiger and Leopard Cavalry
Chinese unique Classical Era unit that replaces the Horseman, when Cao Cao is their leader. +5 Combat Strength when in enemy territory. Can capture defeated enemy units.

Agenda: Hegemony of the Central Plains
Expands territory and earns Great People by all means. Likes civilizations that do not interfere his plans. Dislikes warmongers and those who conspire with city-states.

Liu Bei

Ability: With Wisdom and Virtue
Receive 2 Envoys from each original Capital under Liu Bei's control.
Receive 1 Governor title when becoming a city-state's suzerain.
Conquering a city doesn't cause that city to lose Population.
Has access to a unique Governor, Zhuge Liang, the Crouching Dragon.
Gain the White Plumed Guard unique unit with Iron Working.

Unique Unit: Tiger and Leopard Cavalry
Chinese unique Classical Era unit that replaces the Swordsman, when Liu Bei is their leader. Faster than the Swordsman it replaces. +5 Combat Strength if within 4 tiles of a friendly Governor.

Agenda: Savior of Four Directions
Likes peaceful civilizations that keep their people happy and do not pillage. Dislikes those who pillage, attack city-states or ignore their people's happiness.

Unique Governor: Zhuge Liang, the Crouching Dragon
Liu Bei's wise chancellor Zhuge Liang is a secluded hermit at the beginning. It takes three visits to awaken the Crouching Dragon, but his abilities are extremely impactful, and each ability includes a permanent effect.

Basic Promotion (3): Third Visit
PERMANENT EFFECT: +1 level of Diplomatic Visibility.
This city receives +2 Amenities, +4 Housing and +8 Loyalty per turn.

Ultimate Promotion (1): Code of Shu
PERMANENT EFFECT: All Military policy slots are converted into Wildcard slots.
This city gains +2 city garrison Combat Strength per Military policy, and +2% to all yields per non-Military policy.

Ultimate Promotion (2): Military Innovations
PERMANENT EFFECT: The Eight Formations Array unique improvement can be built in all cities.
Ranged units trained in this city gain +1 additional attack per turn, but -10 Ranged Strength.

Ultimate Promotion (3): Border Pacification
PERMANENT EFFECT: Foreign cities skip the Free City step to join your Empire.
Each Population in this city provides +1 Culture and exerts +1 Loyalty pressure.

Ability: Feiyun Gaihai
+30% Production towards Traders, Spies and Naval Ranged units.
First 4 Harbors instantly receive Lighthouses and Shipyards (ignore Technology requirements).
Gain the Louchuan unique unit with Shipbuilding.

Unique Unit: Louchuan
Chinese unique Classical Era unit that replaces the Quadrireme, when Sun Quan is their leader. Has additional range and receives +10 Combat Strength when defending against ranged attacks.

Agenda: Tripartite Balance
Builds a strong navy, and prefers solving conflicts through more subtle means like diplomacy, espionage or declaring surprise wars. Likes civilizations in faraway continents. Dislikes civilizations starting wars on his continent.

Zhang Jue

Ability: Grandmaster of Taiping-dao
Receive Faith and Great Prophet points when an Inspiration is triggered.
Missionaries and Apostles have +1 spread, and heal all land military units within 2 tiles at the end of every turn.

Agenda: Thirty-six Circuits of Followers
Likes civilizations that follow his religion and have high Faith output. Dislikes civilizations that do not follow his religion and have low Faith output.

Dong Zhuo

Ability: Unleash the Raiders
+50% yields from pillaging, coastal raids and plundering Trade Routes.
Pillaging with cavalry units costs only 1 Movement.
Razing a city grants a random amount of Gold and fully heals all units.
Gain a unique project to raze his own cities.

Agenda: Unprecedented Brutality
Pursues war and pillage, and likes civilizations who do the same. Dislikes civilizations that stay away from war or pillage.

Yuan Shao

Ability: Coalition Commander
Gain an additional Diplomatic policy slot with Political Philosophy; gain a second additional Diplomatic policy slot with at least one active Alliance.
Unit maintenance and City-state leverage cost are reduced for each Diplomatic policy slotted.

Agenda: Proclaimations of Punitive Expeditions
Prefers Alliances, City-state diplomacy and maintaining a large army. Likes civilizations that are not competing for the same city-state allegiance. Dislikes civilizations that are either suzerain or conqueror of city-states.

Ability: Greed for Imperial Regalia
Relics provide +2 Culture and +3 Gold.
Receive 1 Relic for every 9 improvements with Luxury resources if an empty slot is available (up to 9 Relics).
Commercial Hubs and Entertainment Complexes grant a Builder when built.
Palace and Monuments receive an additional Relic slot.

Agenda: Zhongjia Emperor
Likes civilizations with low Gold income and no Luxury resource he desires. Dislikes civilizations with high Gold income, or has a new Luxury resource he has not yet collected.

Liu Biao

Ability: Scholarly Preservation
The Capital and cities within 6 tiles start with Ancient Walls.
All cities receive +25% Production towards Campus, Theater Square and Commercial Hub districts, and an additional +25% per Walls in the city.

Agenda: Jingzhou School
Emphasizes peaceful development of Science and Culture. Likes peaceful civilizations with low Science and Culture output. Dislikes warmongers with high Science and Culture output.
