Yeah specifically the reason for the Papal Army was a stand-in for leaders of a Crusade, which used to be the Pope - but due to systematically how the College of Cardinals works, this would end the crusade *(Wars and Crusades only continue to Inherited Characters, with the college of cardinals the successors are elected/granted the titles - ending the wars)*, so by having this vassal the Crusades wouldn't end.
Currently I have them influenced by the Gonfalonier of the Church irl with it's first holder being Erlembaldo Cotta.

In your opinion the Papal Army was not historically good but you want to penalize the influence of Italian Culture on the election of Cardinals ?!?
In real History (between the year 867 and the year 1453)
81 Popes (out of 102) were Italians...

I've seen "My Monastery" mod in the workshop, with the possibility to spawn monasteries on the map.
It would be nice one day to put forces together and create the mechanic of the Monastic Orders...or do you think Paradox will create an apposite DLC one day?
* Remove 100 piety if the requester was denied funding
* Remove 100 piety from the petitioner when refusing to excommunicate
* Remove 100 prestige from the Pope when removing excommunication
* If the Pope lifted the excommunication, apply an additional trait contrite to the target
* Definitely need other tasks for the Pope's advisers, the current ones are almost useless
* Consider additional character traits when choosing Cardinals or Pope. For example, physical traits, infamous traits, health traits, diseases
* The Pope's opinion of the candidate gives too big bonuses. In the future, it is better to work out the mechanics, at least as in CK2, when each cardinal chooses a specific candidate for the Pope, and a successor is chosen by a majority of votes.

In shattered mod, starting the game in year 867 ,the one who should be the first Pope (Pope Nicolaus) appears as Cardinal Nicolaus and nobody is in the Pope's place...
