I have had the same issue. I thought he was referring to hay bales, but when I tried carrying a hay bale (both single and double varieties) it would not work. I suspect it is a bug or unfinished thing.

EDIT: Just found an older post where Snake said that it can be found in bars like "Twiggys"

Same here. Maybe there are some special "hay bales" made by Snake. That's a pity.
