Its a Stellaris bug. These ships require more naval capacity, probably this ship went over it and now the game doesnt know what to do. To fix it, get your naval cap to the required limit.
Example the Nomad UI has a mechanic for this to fix it until you have enough from techs/starbases.

Oh, command limit! forgot about that bit. I'll try and up that and see if that fixes it.
