From what I can tell the result is based off of who gets the most decisions picked, and there are 5 decisions which does seem a bit odd. Only things I can think that might affect it are rescuing Shiho and which side wins the qualification match

I was also having trouble with this, then I read the comments and its really obvious now I think about it. Two of the schools need to win points twice, doesn't matter which.
