A fork would be a good idea. I personally will vote for population cap at around 150-200.
3 for "update pop" & 3 for "fork".
Today i update pop or create fork !

I have a third possibility :
1 vs 1 - 400 pop
2 vs 2 - 300 pop
3 vs 3 - 200 pop
4 vs 4 - 150 pop
(when you make battle, where you are 1 player versus 1 player (or computer) = you have 400 pop for example)
What do you think ?
Genius!. Maybe all the mod authors should do this. Make sure theres just the right amount of units at any one time.
I test this possibility and it's OK.
But i think this is hard to equilibrate.

Population :
- 1 vs 1 = 300 pop
- 2 vs 2 or 2 vs 1 = 250 pop
- 3 vs 3 or 3 vs 2 = 200 pop
- 4 vs 4 or 4 vs 3 = 150 pop
