as for stats try these
It fires globs of hot steaming water, not a flare.
it can put out teammates ( and enemies) , but it doesn't ignite enemies, it coats them in water, which causes mini crits on the enemy.
+20% damage on hit
+chamber holds 2 shots
-30% ammo capacity
-puts out enemies

As for stats, i think a slower reload time should be put in effect -10 to -20%. I do think that the fact that it will put enemies out but basically "Jarate" them will be nice, which is why I think a slower reload is important. Are we making it have splash damage like the "Sorch Shot"? So you can get multiple people "wet" at once?
Also, I think that there should be a -10% damage on it (its hot water, not fire...), however other Pyros will not have any resistance to it (since it is not fire, its hot water...).

Basically flamethrower airblast with twice as many shots
In addition, I think that the "Boiling Blaster's" range/porjectile speed should be reduced, so having a high position would be the best way to fire at far away opponents...

i kinda just said that if bruce wayne said yes, then i would make model based off of the stats he came up with.
EDIT: oh jeeez sorry, i thought you where talking about the new weapon, not the crossbow, but if you want to help come up with stats then i would have to ask the person who requested the model to be made in the first place, in fact, you should ask him yourself.
