You craft anti-material and rail ammo with reloading tools, which is a big ass yellow crate you can find in military/pmc locations, trapped crates are uncraftable.

you can also get reloading tools by buying them from the architect npc if you do enough quests for him.

Trapped Crate recipe should show up if you've already crafted a Homemade Charge. It requires a Toolbox to be constructed along with (4) copper wire, and a Wood/Plastic Crate.
