That is probably because you have no bureaucracy at the moment. At some point when you implement a lot of policies you will get bureaucracy and then it will show an effect.

cost of transport sometimes has an overflow error and changes from 1 to -1. Idk why it does that my guess is that it has so many large + causes maybe that's the problem

Thanks for your comment. Weirdly enough, I removed cost of transportation in the last update as I felt that it was terribly balanced and I was unsure of what to do to improve it. I do not know why you still have cost of transport in your version. Maybe something went wrong with the latest update.
To be clear, can you see policies named "Free Public Transit" and "Minimum Driving Age"?
If not, then the latest update didn't go through very well.
