every week, the veteran's revolt has the opportunity to expand, claiming a large amount of territory and spawning a large amount of units. you have a list of tactics which you can select. if you select one which has the same terrain type as the "center" of the current wave of expansion, then when the revolt expands that week, it gains less ground and spawns fewer units. next week, the revolt moves to a new part of central equestria, and you can select another tactic to slow it down. besides having different costs and different terrain types, most tactics have side-effects for you, not all of which are positive, so check what it does before you select it
