Depends on what you consider as "playable"?

If you mean, can load up in as the country? then all.
Has events? A few which I will list below
Focus Trees? Right now there are none, and probably will not be any until the new DLC is released.

The countries with events right now:
-Japan
-America
-Hungary
-RSFSR
-Denmark
-Greek-Danish War Events
