What is it ?
Mod Configuration Error

The following mods have incorrect configuration: WOTCExtraltemsFix. Show the error
report to the respective authors to help them fix it.

You can continue playing and mods will behave predictably, but potentially not in the way
their authors intended.

Mods specified conflicting run order information:

WOTCExtraltemsFix wants to run before XCOMZRPGOverhaul
WOTCExtraitemsFix is in group RUN_LAST and XCOM2RPGOverhaul is in group
RUN_STANDARD, SO WOTCExtraltemsFix will never run before XCOM2RPGOverhaul

This behavior is specified, but may indicate a configuration error.

The following DLCIdentifiers provided config in XComGame.ini that lead to this problem:

I checked and I don't get this error. RPGO is set to RUN_LAST by default. Did you change it on your own PC?

Looks like "RunPriorityGroup=RUN_LAST" somehow got lost from RPG Overhaul config. Add it and everything should work fine after that.

You may get a similar error message regarding RPG Overhaul and LW2 Secondary Weapons, but for that one you can simply click "never show again".
