This will not be added by Valve. Here's why
All the sniper guns are bolt action rifles, this is a cartridge weapon. Howerever you could make somenthing like the springfield m1903 design.

Heatmaker also has a magazine terminal yet mundy loads single round anyways. So bugger your logic. Find a more interesting way to state the obvious.

I know lots of bolt-action sniper rifles with a cartridge design. They might add it; I think it would be great if they did.

This isn't the reason they wouldn't add it. It has lots of effort visibly put into it and it looks pretty, but too pretty. TF2 runs a more simple and unique style of textures and models, where as this looks almost identical to a standard M14 from any war game including said sniper rifle and has complex textures and modeling techniques.

M1 carbine. It's an M1 carbine design. World War 2. Including frontal loop for hitching a sling to it. Infantry standard issue model as such. Around an M14 internals. Also. It fits within the TF2 styling. Otherwise the Machina, Gunslinger, Brass Beast, And Kritzkrieg wouldn't be in game either. Good points. And well made. But just shy the mark. Anyways, I understand your points as well, but still; I can see how the Machina is a good example, but the Gunslinger, Brass Beast, and Kritzkrieg in my opinion seem like regular items, maybe the gunslinger to an extent is an example but not really. There's limits to Valve's designs, as mentioned, and they try not to have realistic weaponry, explaining the Machina's existance. Now, the AWPer Hand... That's just a solid exception, being a realistic weapon (except for it's unrealistic reloading motion, but that goes for every weapon) that does exist in reality. I guess it's unclear as to whether or not this is fit to be a Team Fortress 2 weapon, I'd be glad if it was accepted but I wouldn't be dissapointed otherwise.
