My personal, stats ideas that are not overpowered.
+75% Movement speed when under 80% Health. Scoping will reset this speed bonus. The longer you aim at one enemy, the higher the damage gets. -20% Damage, -40% Max Health.

Overpowered stats: +75% movement speed under 80%.
The third line is unnecessary, every sniper rifle has and does that.
-40% health seems a little.. unfair, as that's a point blank one-shot for the default scattergun. He'd have around 80 health. That makes it extremely easy to die to afterburn from flare guns.
I can accept the -20% damage, but atleast make it for bodyshots only because that would make it impossible to 1-shot a heavy with a full charge shot, which is what that's for :p

-10% damage. (Can't one shot medics)

Marksman rifle alternate primary:
+50% faster reload and scoping/unscoping
+60% max primary ammo (40)
-35% reload speed when scoped
-less scope magnification
-No headshots

Time to get tactical. Body shot pro yeahhh baby.

The ("Better use SMG") weapon
30% more mini-crit change
30% more criTical change
30% faster weapons change
50% slower base charge rate
30% damage penalty
If you miss, the CRITICAL bullet will come back and attack you, luckly dealing only 250% damage
