You previously could brute force increasing the tier by increasing it by .1 increments. Not any more, apparently.
2 standing for some more scary monsters, and them appearing unlikely
3 standing for alot more scary monsters, and them having a increased chance of spawning
and 4 standing for absolute hellish nightmares.
They could also stand for tiers you can enter if you complete some stuff, or tiers you can change from to make entities spawn more likely.
