its an awesome map however it doesn't really fit the lore of the combine, the combine is a cold inhuman machine that don't care for aesthetics they see no use in statues or anthems.

Except the administrators on the other hand have the freedom to do want they want for the city as long as they give the combine a human face to attempt to prevent rebellion

Actually the Combine have an Anthem. Also the aesthetics fit as it is based on Geneva, if the combine established themselves in Geneva you can bet they're not going to tear down the whole city and make a cold and dull one.
