does brazil actually receive the deportees as manpower?

Yes, each state gets equal amount of population, which contributes towards manpower from conscription laws

Have you considered a setting where all AI are set to use this occupation law? I know it doesn't work right now but I'd love to do a Brazil campaign were Brazil is empowered by the unlimited manpower and takes revenge on the world.

I can enable so that AI picks this law 100% of the time. I can add an event on game start.

You are doing God's work. Once you figure out how to get this mod to work while playing as Brazil, I would suggest adding events that give free guns and maybe ships every few months so you can use the insane manpower.

Soon, all will be Brazil....

we need a victoria two mod so countries can just send pops to brazil, it would be funny to see brazils culture chart become a rainbow
