I've noticed that all survivor NPCs are hostile, and I am unable to cause them any damage. They are still able to cause damage to me.

Also, in the prison scenario: Are the guards supposed to be hostile? They are not. If I talk to them they say "Halt!" but nothing happens until I shoot or attack them, at which point they will quickly dispatch me.

I am running a load of other mods. Are there any mods I should not be running, or is it a issue with the most recent IWBUMS?
