How do I get Rice and other crops that were introduced with this mod?

Usually you buy the seeds from river traders. Depending on how many mods you have that add their own crops, it might take some time for rice to show up.

Yes, you will have to wait for them to show up in the river trader. If you want them at the start of the game, you will have to use the All-In-One mod to get them.
