Switch to another weapon and fill them with bullets on their way down. Synergises with other classes that get damage increase on airborne targets.
On hit, slows enemies for 4 seconds(not stackable and also slows enemies in mid-air or jumping)

how the hell is -30% weap swap good

kinda good, but this is valve we are talking about, But i'd go with
+On Crit KO, Sends enemies Straight into the sky, Forever flying (like apocofists)
+Always Crit from behind (like the Holiday punch)

-20% move speed? At that point, the heavy may as well not be moving. I'd say -20% damage or somethig similar.
Build up dmg to activate gravity-bob-a-thingie to launch enemies skyward a short distance and aply low gravity. Also aplies on crits.
