maybe somthing like:

+Crit damge on airbourne targets.
+Mini crits and crits send targets into air.
+15% damage.
-33% ammo carried.
-10% movement speed.
-30% firing speed.

Those stats are really cool. But since its an AA gun, i think it should shoot at least three bullets at once.
+mini-crits airbourne targets
+shoots down projectiles

-25% ammo*
-no ammo from dispencers* (so you can't camp with a dispencer)
-user cannot move when shooting* (makes it less viable as an assault weapon and more of an area denial/defensive weapon)

*because shooting down projectiles very OP

why not keep it simple
+100% wepon damage
+50% more accurate
+minicrits airborn targets
-50% fire rate
-50% max primary ammo(100 rounds)
-100% movment speed while wepon is spun-up
-no random critical hits

I like the idea, very different to minigun, this seems according to the look of that weapon
Anyway i think it should carry more ammo than 25, and clip size is very important for balancing, so it should be tested, like the damage, but it seems a good starting point
I dont see the need of any health penality
I like the good accuracy too, but in my opinion, it should have worse accuracy while you are moving or just standing, and improve with right button like the "spin up" of the minigun, like setting the weapon or something like that
Otherwise it would be great something special like "1/2M knock back" as said Mr_Conker, also "fire rate of 3 R/S (rounds per second)" sounds fine to me

if you'd read a bit more before you commented, you'd see that I already said I meant -50%

I'm so down with this.
Should do heavy dmg, with low ammo count, brassbeast slow when fireing, but flaks, leaving a DotAoE for a shor time. Crits on airborn targets is just implied with this thing.
Needs a catchy name tho. Something with alliteration. Valve like that.
