Error in Mod Settings / Mod Settings not showing up

I have spent a lot of time testing to see if it was any mod conflicts, but even without all my other mods, this error would still show whenever I opened my mod settings menu, and instead I am presented a blank, empty box. Any help would be appreciated, I am at my wits end!
