I think, there is another issue with other mods. To find out which one you need to filter, please follow the Plazas & Promenades DLC Compatible modlist.
edit: I just saw that I needed to install a pack at the support tab. I installed mono and it is working now.

had a very similar thing happened to me just now. i had hoped for a solution or workaround in this discussion thread.
Basically the game is running out of RAM, so you will need to increase your the size of your page file (or buy more RAM).
the current computer i am using is a laptop with a limit of 20GB of ram, so that means i can't upgrade anymore without issues.
so buying a cheap gaming desktop will be no issue in the coming weeks.
