Could you do something like replace the cops with Sentry's Cops, or GTA IV ones?

Yes, there used to be mods that made sentry's cop and gangster npcs replace the cops and gangsters, but they mysteriously disappeared.

Blender just can create models and some scripts to modeling and animation, the coding game is apart

I will need to use both then somehow, And besides, THIS IS NOT THE POINT, The point is you can make it as good as the Normal combine officer pack (in quality) and i would be happy, And a lot of people would be happy!
