Loot Chests Not Spawning

For a few days now, I have been unable to find any Loot Chests and, after running a check, it says there are only 67 on the map. The Mod is set to spawn 500 Loot Chests.

Is there a way to increase the spawn rate? Or get it to actually spawn as many chests as it says in the config?
