that happens when someone can't put a hat correctly on the head
the title explains everything

and here some stats (for a hat)

- -100 health on wearer
- 100% more vulnerability from explosions, bullets and everything else what hurts
- wearer gets banned from steam
- gabe hijacks your money

...so by giving away some of your hats to a charity makes you die instantly and gets you banned from steam AND gabe stals all your money....*slowly claps hands* want this in the game
