Some other stats maybe...
Maybe.... ( 1 )

-15% Slower Firing speed
-After 4 seconds in use, you receive Mini-crit damage
+25% of Damage returns as health and 10% as ammo
+After a kill, you receive a 3 second Speed Boost

Or.... ( 2 )

-15% Less Damage
-After 5 seconds in use, you take Mini-crit damage
+After a kill, you are healed 50 HP but on a bleed kill, you only receive 20
+On hit, you cause bleed damage for 3 seconds

Or maybe even.... ( 3 )

-10% More Damage taken from Bullets and 20% More from Melee Damage while in use
-30% Less Damage
+On hit, you take 25% of the target's current ammo/metal (including reloaded ammo)
+10% Faster Speed while in use
+Med Packs heal 25% more

And finally, maybe....( 4 )

-10% More Damage taken from Fire
-Receive only 50% of normal Overheal
+15% Faster Firing Speed
+15% More Healing from Mediguns

Out of those, vote for one, suggest some new stats, or change some i came up with. :SBpanda:

15% greater range
30% melle vulnerability while active
no random crits

Pros:

On kill: (Commie Power) makes all nearby teammates' health exactly 250 for 5 seconds
+15% Damage against Soldiers

Cons:

-30% Firing speed
No health from packs

This makes it strong for fighting with a team, but weak while you're by yourself. Also commie power makes EVERYONE EQUAL. Lol, I just did whatever was the most stereotypically Russian.

Maybe 100 or 150. That would heal up and overheal pretty much every class except a really wounded Heavy. And those dont survive for long with low health. Not bad tho. :SBpanda:

not a very bad idea mate, but maybe a bit more balanced:
Positives
+4 health regenerated on wearer
On kill: Applies a healing effect giving 130 health to all nearby teammates for 5 sec
+30% Damage vs scouts, soldiers, and engineers (85)
Negatives
-20% damage penalty (52, does not effect those specfic classes)
-20% slower firing rate (to 0.96 sec from 0.8 sec)

I actually like the idea of it revolving around taking ammo, the sickle is a communist symbol so you might as well make a redistribution of wealth joke but with ammo.

PROS:
On kill, gain a charge of 'Redistribution' (♥♥♥♥ name, i know, but I'm lazy)
When you left click, you throw out a medium ammo and consume a charge.
Faster swing speed or more damage, just some sort of stat to make it a bit better in combat.

CONS:
Less ammo from boxes or dispensers
Slower switching speed if less ammo stat isn't enough

I want this weapon to be something that would at least partially alter your playstyle while using it, making heavy a bit more focused on using melee and supporting his team. I don't think these stats are even all that strong, but I think they would be fun and that's all I care about.

American people instantly kill you.
+On hit: bleed on 5 seconds
+1/2 Damage dealed by bleed returned as health and ammo
-20% slower deploy speed
-25% damage
-No random crits
