Imperial
Imperials have money in their veins. They find increased amounts of gold wherever gold may be found (more than the 3 or 4 coins they used to find extra, up to 10- 15 now, in chests anyway.) Imperials also pay less and recieve more with merchants and find bribery slightly easier to do.

Maybe starts with a higher Speechcraft? Or they have already the perk with which they get things cheaper from the other sex?
Just a thought, should be tested, if it would be too imbalanced :)

i'm not increasing any stats. I'm giving boosts that won't be reduntant later on, ie the 20% reduction in spell costs. But either way, I didn't ever find imperials intimidating so boosting all of speech would be stupid. Therefore bribery boost it is.

Are you aware of the bug which makes Imperial Luck rather pointless http://www.uesp.net/wiki/Skyrim:Imperial . May it be that your mod is affected by this?

No I was not aware that that happened. It's been so long since I did the main questline that it probably doesnt show itself. Either way it'd be the player's client that caused the bug i don't think it'd have anything to do with a mod. I'll look into it though.

maybe they could get better prices from human vendors or from places that have the most empire control or even make it so if you did something for that vendor they will give you better prices on sale and buy since that could make up for a few downfalls you could have but keep the other ideas you have for them as well since they would work wonders
