i don´t know if this is a bug, but playing as tomsk the options don´t apear

The cheat works fine, however after loading a save game which was using the cheat (the cheat mod still on, and same save game) the cheat option just gone, it is still there but no decisions to click on.

Cheat decisions were there when I started as Germany, and after switching to Speer's Germany at the start of the GCW, they disappeared for a bit before returning, and then after the war, they were gone again and haven't come back.
