I think this unit is not taking buff correctly for some reason it has lower stats compared to my blessed Carnosaur. I will check my mods as well but I just want to mention this really quick

I have noticed that blessed units seem to be affected by buffs more than their base counterparts, check if the RoR's stats and buffs are on par with that of a lvl 9 Feral Carnosaur, if that matches up I don't think its an issue with the mod.

If I use this along with skorne's lizardmen legion's of renown the game crashes, is it maybe because both change lizardmen RoRs?

Skorne actually helped me get this mod working and It appears that he used a table from that mod in this one when he was looking it over and forgot to rename it. It should work now.
This unit stop showing in the ROR panel in campaign for some reason. Do you know why that happen?

I have looked into it and I'm not really sure, but I have also stopped supporting this mod as it has become redundant.

Sure, and their has been some interest in this mod even after this patch, so I might rework it to just override the new Carnosaur RoR
To be honest, there has been Lizardmen ROR mods by Ubermorgen that provide ROR versions of the same unit with different focus compared to vanilla. I think you can just make this available alongside with the current ROR with different emphasis, like the poison you have is really interesting.
