Duh, I just installed the game so there was no mod file created yet.
You don't need anything to download it, although sometimes Dropbox will ask you if you want to install Dropbox before letting you download, in which case there's a button (I can't remember what it says) that let's you skip that screen and go directly to the download, which you can then save to your computer. After it is saved to your computer, you should be able to unzip it without any extra programs (newer versions of Windows have a built-in unzipper), but if you can't unzip it search for the free program 7Zip which will allow you to unzip the file. Then, just place the unzipped file in your mods folder and you should be good to go.
