Blowouts & Skypaint
Have you thought about implementing this mod hooking into the sky paint function to modify the sky colour when the blowout occurs?

I have, but seeing as people mostly play on non-skypaint maps (as in, maps that don't let you change the skybox) I currently don't see the need for that.

You can overwrite the skybox texture. Atmos and SimpleWeather do just that for their skypaint hooks. Atmos is on Workshop and SimpleWeather is over on ScriptFodder if you want to look at how either mod did it.
