That's Fan Fire. It was exactly the same as the XCOM ability, so it could absolutely ♥♥♥♥ up one of your soldiers even at full health, assuming all of the shots hit (especially if the target has no armor). Throw in Lightning Hands and it's even scarier, especially if you're flanked.
Mod Jam takes away that ability completely and replaces it with Faceoff. This is a nerf to their single-target kill potential but a buff to their ability to wound multiple soldiers.
