I think u need to reinstall Gmod, reboot your pc and reinstall windows. If this doesn't help we won't offer support.

try deleting system32, the .dll files might prevent you from playing properly, or execute the fix all gmod error executeable labeled "FactoryReset-GMod.bat" in Steam\SteamApps\common\GarrysMod
