The AI shouldn't be able to use this CB, and as of right now there are no plans for them to do so as it can be quite overpowered. However in the next update I am planning something that if you desire, can make using this CB much more interesting and challenging...

a subjugation CB would also be a really cool idea. i dont see any mods at the moment that do that
