Well if you are taking empires then I shall give you one of my personal favorites I made.
I call it the Scientific Citizenship of Kelk. The Citizenship was once a democratic nation but with incompetence growing aggressively and taking over the government, many scientific factions banded together with discontent military leaders and lead a coup. The scientific community took much control of higher government while the military was given control of lower levels. In order to ensure incompetent people don't interfere with any scientific endeavors, a citizenship system was implemented. If you want to become a citizen you must either pass a test proving you are intelligent enough or join the military. It's civics are Technocracy and Citizen Service. It is a Oligarchy. Origin is Pro. Uni.
